Russia’s President Vladimir Putin Talks at Plenary Session of the Future Technologies Forum, Highlights the Quantum World
Last week, President Vladimir Putin of Russia made a significant appearance at the annual Future Technologies Forum Computing and Communications, where the focus was squarely on quantum technologies. Joined by esteemed researchers, experts, and business leaders, President Putin delivered a compelling speech on the importance of quantum technologies in shaping Russia’s future.
Quantum technology, the President emphasized, holds the key to unlocking the secrets of the quantum world and harnessing its immense potential for human progress. In his address, he highlighted the Russian researchers’ readiness to tackle the scientific challenges associated with quantum physics and mechanics, paving the way for groundbreaking solutions. Putin affirmed his unwavering support for their commitment, recognizing the significance of funding fundamental research in this area.
He pointed out that quantum technologies are inherently linked to the two quantum revolutions that have unfolded in recent history. These revolutions have paved the way for the development of quantum computing technology and quantum computers. Moreover, projections indicate that promising computing systems will emerge in the form of hybrid solutions, integrating quantum and conventional microelectronics technology.
“The quantum world is not in a hurry to reveal its secrets, but Russian researchers are ready to tackle the challenging scientific problems and to clear the way for creating advanced solutions. Without a doubt, we will be supportive of their commitment.”
— Vladimir Putin, Future Technologies Forum Computing and Communications, 2023
The exponential growth of computing capacity has been evident over the years, with computers becoming increasingly powerful. Russian institutions like Sberbank and Yandex have made commendable strides in the supercomputing domain, driving innovation in the field. However, the demand for computing power continues to surge, making it crucial for Russia to develop sovereign solutions in quantum technologies to enhance AI systems and neural network models.
To achieve this, President Putin emphasized the importance of expanding the domestic microelectronics industry. Efforts in creating science and technology centres, like the one in Zelenograd, play a pivotal role in fostering research collaboration and technological advancements. Moscow’s inter-sectoral photonics cluster, for instance, serves as a fertile ground for research centers, startups, businesses, and universities to collaborate in developing new solutions.
The President’s speech also highlighted the creation of a quantum cluster in Moscow, reflecting the country’s dedication to exploring future technologies. This cluster is expected to foster experimentation, testing, and implementation of advanced technologies across various fields.
President Putin expressed his desire to attract researchers, including those working abroad, to contribute to research projects in Russia. To achieve this, he supported the resumption of the mega grant program, which provides the necessary funding to build strong research teams and address compelling scientific problems. He called for increased funding for the program and the extension of grant periods to encourage long-term commitment from researchers.
Through the revised mega grant program, Russia aims to support major research projects led by both Russian and leading foreign scientists. They are encouraged to create departments in Russian universities and actively engage in teaching and research with students and postgraduates. In doing so, they will have the opportunity to form scientific schools in priority research areas.
Additionally, the updated program seeks to attract promising young researchers, including those residing abroad, back to Russia. By offering support and opportunities, the country aims to foster an environment that promotes open science principles and nurtures scientific and technological solutions of the future.
President Putin expressed his gratitude to all participants in the Future Technologies Forum, highlighting the crucial roles played by organizations like Roscongress, Russian Quantum Centre, Rosatom, Russian Railways, and other innovation-driven enterprises, research institutes, and universities. The collaboration between these entities, along with the expert support from the Russian Academy of Sciences, has been instrumental in driving science and technology forward in Russia.
“Please identify measures, as part of the national project, to support fundamental research, including increases in funding.
I am referring to scientific research on a wide range of computing technologies, many of which, as you are well aware, rely on the principles of quantum physics and mechanics, and are linked with the breakthroughs achieved during the first and the second quantum revolution, which is unfolding before our eyes. The second revolution, which our presenter just told me about at the exhibition, boosted, among other things, the efforts to create quantum computing technology and quantum computers.
However, according to forecasts, promising computing systems will come in the form of hybrid solutions, which include the quantum kernel and the conventional microelectronics technology.”
— Vladimir Putin, Future Technologies Forum Computing and Communications, 2023
As Russia’s quantum leap continues, the country’s commitment to quantum technologies and its support for researchers and innovation pave the way for a promising future. The quantum industry holds the potential to revolutionize various sectors, from computing to communications and beyond, positioning Russia at the forefront of global technological advancement. With President Putin’s vision and support, Russia is poised to make significant strides in the quantum world and beyond. As preparations begin for next year’s forum on neurocognitive and biomedical technology, the world eagerly anticipates Russia’s contributions to shaping the future of technology.
